From the Richmond Public Works:
Traffic signal work continues to progress for the Pulse project, advancing to intersections Downtown on Broad Street between 2nd and 5th Streets. This work is permitted during both day and night. Although most of the work does not require a detour, LANE will implement some temporary overnight detours directing drivers South off of Eastbound Broad Street at times between 10 PM and 6 AM beginning Sunday, April 23, weather-permitting. Work will start at the intersection at 2nd Street and work eastward to 5th Street.
This detour will adjust each night as work progresses through the intersections. Drivers are encouraged to pay close attention to Maintenance of Traffic (MOT) signage indicating differing lane closures overnight. MOT may detour eastbound drivers off of Broad Street when the crew is working across Eastbound Broad Street. At other times, the crews will work across the side street intersections (such as 2nd Street on the South side of Eastbound Broad Street), not requiring a detour off of Eastbound Broad Street. Anticipated schedules are detailed below.

Subsequent intersections eastward are weather- and progress-dependent.BRIEF: Depending on proximity to the work zone, those in the area could hear portions of the construction work. All work is being done within permitting guidelines, including allowed noise levels. This traffic signal work includes cutting into the roadway and sidewalk at intersections. It is important to note that field conditions can change rapidly and LANE’s goal is to work safely and swiftly to minimize impacts to the areas where they work. The schedule is progress- and weather-dependent. Pedestrian pathway detours and street lane closure signs will be posted accordingly. Please follow construction signage and be aware of construction workers and vehicles within the work zone(s). Pedestrians are advised to follow work zone signage in the sidewalk area. Travelers may notice temporary barriers while this closure is in effect.
