Lucian Restivo, the theatre’s Artistic Director, caught the driver in the act and posted a photo of the individual driving east down W. Marshall Street towards Arthur Ashe Boulevard. Both Restivo and Crosby caught a glimpse of the driver’s license plate.
“Captain Bender took over as the commander of the Community, Youth, and Intervention Services (CYIS) Unit earlier this year and I am pleased he has agreed to assume this additional duty,” said Chief Smith. “It’s a natural fit because he leads many of our outreach efforts.”
At approximately 8:45 p.m. on August 5, a male pedestrian crossing S. 14th Street, from the east side of the street to the west side in the crosswalk, was struck by a vehicle heading south on S. 14th Street.

On July 16, 2019 around 8:00 AM three victims walking in three separate locations in Henrico’s West End reported being approached by a male in a vehicle asking for directions. Each victim realized the driver was also exposing himself.
