Townhome Development Approved for Semmes
The Council approved a special-use permit. This means that up to 110 town homes could be built on the site.
Get ready for some more development on Semmes. This time it’s taking over a long-underutilized property.
Also Monday, the council approved a special-use permit to allow the construction of up to 111 attached town homes on a 13-acre site at 1802 Semmes Ave., just west of Cowardin Avenue in South Richmond.
The development firm Harper Associates has owned the long-vacant warehouse complex since 2015.
It once eyed the property for a grocery store, but scrapped the idea in favor of a mixed-use development after failing to attract a grocer to the area.
The zoning approved by the council on Monday allows for future commercial development fronting Semmes Avenue, leaving the door open for a small or midsize grocery store, as well as restaurants or other retailers to locate on the site.
