Not Bug Houses at Reedy Creek

Anybody know the story behind this colorful addition to Reedy Creek?

I’m not entirely sure of the purpose of the colorful little houses located in the parking lot of the Reed Creek enterance to James River Park.  My minimal research on Google came up empty and although they don’t look like a traditional insect hotel, I’m calling them Bug Houses none the less. (See update below, definitely not Bug Houses)

There appears to be steel wool inside but I didn’t poke my finger inside because that seemed like and extremely poor idea. So anybody know the deal?

Sorry for the slightly out of focus shot of what I think is steel wool.

UPDATE:
Mystery solved with an email from the Superintendent of James River Park System.

Thanks for posting about the colorful “bug” houses at Reedy Creek Lot. They were placed there by a volunteer in order to spruce up the parking lot and add some color. The steel wool is actually placed there so it does not attract any birds or insects as they are not really protected at that level and location and we don’t want to involuntarily harm anything or anyone. The volunteer also planted native flowering plants in that island, this is part of an overall facelift we are looking to do in the Reedy Creek parking lot. We are looking to add fresh paint, move some stones around, and update the signage. See you around the park or at the Pump House!
