Finance pro returns to hometown to lead city budget books

Letitia Shelton has been appointed as the City of Richmond’s next director of finance, effective August 6. Shelton, a veteran public sector finance leader, brings over 30 years of experience to the role, including recent leadership as finance director for Virginia Beach—one of the few U.S. cities with a Triple-A bond rating from all three major credit rating agencies.

Shelton began her public service career in Richmond, where she served for nearly two decades in key administrative and financial roles, including interim director of Public Works and Deputy Director of Finance and Administration. Her return marks a full-circle moment in a career defined by strong financial stewardship, audit success, and operational leadership.

“Ms. Shelton is a powerhouse in municipal finance and operations,” said Richmond Chief Administrative Officer Odie Donald II. “She brings technical expertise, executive leadership, and deep Richmond roots. Her people-first approach aligns with our values and will benefit the entire organization.”

During her time in Virginia Beach, Shelton oversaw core financial functions—such as accounting, purchasing, risk and debt management, payroll, and financial systems. Under her leadership, the city maintained top-tier credit ratings and received national recognition. In 2024, WalletHub ranked Virginia Beach second in quality of city services and ninth among the Best-Run Cities in America.

Richmond Mayor Danny Avula praised Shelton’s appointment, calling her the right choice at the right time. “She knows Richmond, understands the work, and has the commitment we need to build a thriving City Hall.”

Shelton also held senior executive positions in Charlottesville, Virginia, and DeSoto, Texas, managing audit processes, operational strategy, and financial systems modernization. Throughout her career, she has emphasized transparency, accountability, and long-term fiscal health.
