More Dug Up Roads on Forest Hill Avenue Between Westover Hills and 41st

Work is set to begin June 17, 2024 and will continue for six months, with an anticipation end date of December 2024 barring any weather delays or other unforeseen circumstances.

The City of Richmond will be replacing deteriorating water mains and laterals along the 4100 through 4800 blocks of Forest Hill Avenue between Westover Hills Boulevard and 41st Street. Please reference the highlighted area in the map below for the limits of the worksite.

Work will require that alternating lanes of Forest Hill Avenue be closed between Westover Hills Boulevard and 41st Street. There will be no access impacts to businesses or residences.

No detours will be required. Work hours are scheduled from 9:00 a.m. to 4:00 p.m. daily, Monday through Friday. During the work there will be large trucks and other construction equipment operating daily, which will result in an increased level of noise during working hours. Flaggers will be on-site to direct traffic.

Each business will be notified within a minimum of 48 hours prior to any work impacting water service. This notice will be given via a “door hanger” style tag that will be hand delivered to the properties on an as needed basis.

What is the purpose of the project?
To replace deteriorating water mains and laterals. Most water mains were installed in the early 1900’s and have deteriorated to the point that they have begun to leak, have failed (collapsed), or are at risk of failure. If not addressed, settling of road surfaces, back-ups, and other problems may occur.

What are the traffic impacts?
Work will require that alternating lanes of Forest Hill Avenue be closed between Westover Hills Boulevard and 41st Street. Flaggers will be on-site to direct traffic.

Will sidewalks be impacted?
No sidewalks will be impacted by this work.

Will GRTC bus service be impacted?

This project is scheduled to take approximately six months to complete. Work will be continuous, Monday –
Friday, unless impacted by weather, equipment failure or other unforeseen circumstances.
