Richmond City Council to begin process for establishing the FY2024 Richmond Government Budget

The council will hold several meetings over the next few months to discuss budget priorities. During these meetings, Richmond residents are invited and encouraged to attend and provide their thoughts, comments, and ideas directly with the individual council member representing them.

Richmond City Council is gearing up to establish the Richmond Government Budget for Fiscal Year 2024, which runs from July 1, 2023, through June 30, 2024. The council will scrutinize budgetary requirements, analyze expenditures and establish the official budget.

The council will hold several meetings over the next few months to discuss budget priorities. During these meetings, Richmond residents are invited and encouraged to attend and provide their thoughts, comments, and ideas directly with the individual council member representing them.

Some initial upcoming meetings include a council budget work session on February 27, 2023, from 2:00-3:30 p.m. and a council special meeting on March 6, 2023, from 3:00 p.m.-3:30 p.m., during which the Mayor will submit the proposed budget for FY 2024.

Richmond City Council established the current FY2023 Richmond Government Budget at $2.3 billion last year. The Official FY 2023 Richmond Government Budget Summary Booklet is available for download from the council’s website.

Establishing the annual Richmond Government Budget is the most fundamental role and responsibility of the Richmond City Council. This budget serves as the foundation and ultimate act of its policymaking and stewardship of the community’s government operations on behalf of all Richmond residents.

The Richmond Government Budget is based on a fiscal year that runs from July 1 to June 30 and includes the Richmond General Fund, Richmond Capital Improvement Plan, Richmond Special Funds, Richmond Enterprise Funds, Richmond Internal Service Funds, the City Government contribution to Richmond Public Schools, and additional state, federal, and other funds provided to Richmond Public Schools.

The Richmond Government Budget is established annually, and every year, a draft proposed budget is submitted to the Richmond City Council by the Mayor. Council reviews, analyzes and amends it to establish the Official Richmond Government Budget based on the needs and priorities of Richmond residents.

Richmond residents are encouraged to share their thoughts regarding the many compelling and competing city budgetary needs directly with the individual council member representing them. The council’s website has a helpful link for residents to identify their individual Richmond Voter District.

The council must adopt the Schools budget by May 15, or within 30 days of receipt of state school funding estimates to localities, and must establish the Richmond Government Budget by May 31 each year. The Fiscal Year 2024 Richmond Government Budget begins on July 1, 2023.
