Why is a bell in this tree?

For whom does the bell sit and not toll at all?

I’ve been birding down by the 42nd Street entrance to James River Park. This morning I spotted not a bird but a bell. Anybody out there know why a green bell is attached to a branch over the parking lot? As you can see from the picture above there is thin rope that loops around keeping the bell in place. Below is another picture of the tree and showing where the bell is attached. To my untrained tree bell eye it definitely looks deliberate. The branch is thick so even today when it was windy there wasn’t enough movement to make the bell do its bell noise thing. The bell is circled in red below, taken with my ancient iPhone.
