Governor signs bill reshaping how energy giants operate

In approving the bill, the governor turned back late-session pleas by opponents who fear the bill will allow the electric companies to regulate themselves. Northam, on Twitter, described the legislation as “ending the freeze on energy utility rates, returning money to customers, and investing in clean energy and a modern grid. I am proud that my team and I improved this bill significantly and thank the General Assembly for its continued work on the measure.”
Senate Bill 966, also known as the Grid Transformation and Security Act, was introduced by Sen. Frank Wagner, R-Virginia Beach, and changes the way utilities are allowed to collect and spend “over-earnings” — what state regulators consider to be excessive profits. The bill also removes a rate freeze imposed by a 2015 law, which made the State Corporation Committee unable to order customer refunds and set utility rates.
The legislation states that utilities may spend excess profits toward modernizing the state’s energy grid as well as for projects focusing on renewable energy and energy efficiency. Before the 2015 rate freeze, ratepayers would have received a percentage refund for over-earnings.
However, legislators opposed to the bill fear it is worded in such a way as to lessen the SCC’s regulating power on the utilities, allowing them to use the excess profits in other ways.
Northam’s signature comes two days after Sen. Chap Petersen, D-Fairfax, and Sen. David Suetterlein, R-Roanoke, sent the governor a letter urging him to amend sections of the legislation.
The two senators said they believe that the bill “takes power away from the SCC, and places it into the hands of the General Assembly” and that it deems “a variety of projects, ‘in the public interest,’ including various transmission, generation, and energy storage projects, without full review by the SCC.”
Dominion Energy released a statement thanking the legislation’s supporters.
“We appreciate the hard work put in by the broad coalition of supporters, the governor’s office, and lawmakers on both sides of the aisle to reach consensus on creating a smarter, stronger, greener electric grid with tremendous customer benefits,” said Dominion Energy spokesman Rayhan Daudani.

VCU Massey Cancer Center achieves comprehensive status from the National Cancer Institute

VCU Massey Cancer Center has been designated a Comprehensive Cancer Center by the National Cancer Institute (NCI), the nation’s principal authority on cancer research and training. Massey’s receipt of the highest level of recognition from the NCI places it among an elite group of cancer centers influencing a new standard of care through research, education and community engagement.
Massey’s director, Robert A. Winn, M.D., is the first African American to lead a cancer center to comprehensive status. Under Winn’s leadership, Massey has effectively championed a community-centered approach, recognizing community members as equal experts and strategic partners in its research efforts.
“We are so proud to reach this milestone, and to be leading the charge not just in research but in building trust and breaking down barriers between medical institutions and communities,” said Winn, who also holds the Lipman Chair in Oncology at Massey. “We are truly the first of a new generation of community-focused cancer centers, where world-class science and research is informed by the people we serve, and accessible for all.”
Since beginning his tenure as director of Massey in December 2019, Winn has focused on taking Massey’s mission into the 66 contiguous localities in central, eastern and southern Virginia comprising Massey’s catchment area. With the community’s involvement, Massey has successfully increased clinical trial enrollment, expanded its transdisciplinary research collaboration and strengthened its cancer research training activities.
The NCI commended Massey for its significant strengths in the full spectrum of cancer research, robust pathway for cancer research training and education and plans to further enhance the diversity of its trainees and faculty.
The renewal of its Cancer Center Support Grant (CCSG) provides Massey with funding for its cancer research programs over five years and makes the cancer center eligible for additional information-sharing and resources reserved for the top institutions that demonstrate superior research capabilities.
The road to comprehensive status
Massey was one of the earliest cancer centers designated by the NCI in 1975, just four years after the NCI Cancer Centers Program was created as part of the National Cancer Act of 1971. The comprehensive designation is earned through a peer-review process demonstrating excellence in laboratory research, population science and clinical research.
NCI-designated Comprehensive Cancer Centers must conduct transdisciplinary research that bridges those three scientific areas, show that they are effective in addressing cancer concerns in their catchment area through effective community outreach and engagement, and that they integrate cancer training and education of biomedical scientists and community health care professionals.
“This important national designation reflects our mission and our commitment to the highest levels of treatment, research, prevention and control as we focus on improving and saving even more people’s lives,” said VCU and VCU Health President Michael Rao, Ph.D. “VCU and Richmond were among the first in the country to establish an NCI-designated Cancer Center, and I have pursued this comprehensive status for Massey soon after I came to VCU. During that time, we have taken our efforts to extraordinary levels to benefit all patients in need and the many communities we serve throughout our diverse Commonwealth. This comprehensive designation demonstrates that we put the needs of patients and our communities first. I am particularly grateful to my dear colleague, Rob Winn, for his extraordinary work in the last few years that catalyzed our ability to achieve this pinnacle level with the National Cancer Institute.”
Reducing the cancer burden in Virginia
With Massey’s new comprehensive status, those living in its catchment area are promised even greater access to life-saving cancer screenings and clinical trials offering leading-edge treatments, more resources for critical education about cancer risk and prevention, and care informed by the top scientific minds brought to Massey through recruitment as well as its training of the next generation of physician-scientists.
“This is an incredibly exciting moment for Massey and VCU Health, and for the patients and families who come through our doors,” said Paula Fracasso, M.D., Ph.D., FACP, deputy director of Massey and senior vice president of the cancer service line at VCU Health. “With the increased funding from our CCSG, we will have additional research dollars to extend our reach into the forefront of science and translational work, that will provide better ways to predict, prevent, diagnose and treat our patients with cancer.”

WATCH: Richmond Region Tourism’s new marketing campaign proves Richmond “speaks for itself”
The campaign will run June 1, 2023, through June 2024, and is expected to reach more than 80 million potential travelers through connected TV in selected markets in the East Coast and southern United States, as well as on social media, digital display ads and out-of-home digital billboards in select markets.
Richmond Region Tourism has launched a new, multi-channel $2 million marketing campaign to inspire travel to the destination. “Speaks for Itself” is a first-of-its-kind campaign for the Richmond Region, targeting potential travelers in East Coast and southern U.S. markets through an unconventional, sound-focused video approach centered around the genuine and authentic character of the region. It also marks a historic opportunity for Richmond Region Tourism to invest more than double its normal budget for tourism marketing.
A 60-second video preview was unveiled to the local hospitality community at Richmond Region Tourism’s 2023 Tourism Awards and Annual Meeting on May 11. The campaign video takes inspiration from popular ASMR content on social media to communicate what it’s like for visitors to experience the Richmond Region – a destination marked by an understated authenticity that even locals find hard to define.
“The Richmond Region speaks to every visitor in different ways,” said Jack Berry, President & CEO of Richmond Region Tourism. “Trying to find a pithy slogan to sum up the region simply wouldn’t do it justice, which is why we’re so excited by this campaign—it provides a platform for local voices and experiences to shine and encourages visitors to take in the many diverse sides of the region.”
The campaign also reflects an effort of community collaboration across the Richmond region. Six jurisdictions including the City of Richmond, Chesterfield County, Hanover County, Henrico County, Colonial Heights and the Town of Ashland contributed funds received from the American Rescue Plan Act (ARPA) via Virginia Tourism Corporation, which must be used specifically for tourism recovery efforts.
“It’s the little moments that make a visit to a destination special, and this campaign embraces and celebrates those experiences in a uniquely Richmond way,” said Richmond Region Tourism Board Chair Dan Schmitt. “They could happen at a buzzy restaurant downtown or in a peaceful park in Henrico. This campaign is remarkable in how it can be embraced and adapted across the region’s many jurisdictions.”
Richmond Region Tourism partnered with ChamberRVA and the Greater Richmond Partnership to review a competitive set of proposals from more than a dozen marketing agencies and selected Richmond-based agency Padilla to create and deliver the campaign.
To ensure that the campaign authentically reflected the Richmond Region, Padilla interviewed more than 60 local leaders and community members during campaign concepting including the BLKRVA and OutRVA committees, business owners, government officials, museum staff, college administrators and more. Keeping with the “Speaks for Itself” theme, local influencers also are being tapped to create unique ASMR-style videos that will be promoted in the campaign’s target markets.
